I have to jibe consent to though, if you're a neighbor and getting cursed at by skaters not following the rules, then it's the skater's fault that the park got suspend down. You don't tell off the people that let the park go in.

I think Tigard did it right by putting the skate park on the corner of the Burg Hall property which fronts a light industrial zone - the nearest home is over 1,000 feet away (about 3-4 conurbation blocks) and separated by a green space with lots of trees. The park is still reasonably close - being in the center of city, accessible by a major street with sidewalks, close to the greenway trail and also on a bus line (and within walking separate of the transit center).

A better place for a skate park in North Plains might be to the west of village near the sawmill - skaters typically don't mind being in industrial areas, and the noise levels are comparable.

Now there is a skate preserve at Holly Farm Park in S.W. Portland that I used to take my son to (for the playground) and I never had any problems with the skaters there. The skate woodland was next to Capitol Highway (a pretty busy street in the area) and with the variety of businesses in the area, the dissonance level was not too bad. That skate bowl was concrete, not "composite materials".
